- Preheat oven to 350 degrees Fahrenheit.
- Prepare a baking sheet by lining with parchment paper and set aside.
- Using a hand mixer, whisk flour and diced butter until the mixture resembles fine breadcrumbs. Whisk in coconut palm sugar, cacao, and baking powder until the dry ingredients are well-combined.
- Add milk and melted butter, and mix to create a crumbly cookie-like dough. Spread 2/3 of the dough on the prepared baking sheet and set aside. Refrigerate the remaining dough.
- Chop the chocolate bar into pieces and place in a bowl. Melt the pieces in a microwave or over hot simmering water.
